Layer the ingredients minus the milk and grated cheese into a casserole dish. Pour the milk on top of the mixture and sprinkle on the cheese. Bake for 15 minutes at 350 degrees until the cheese melts and browns. Cool. As a potato substitute use 3 cups cooked oatmeal or brown rice.
